The Virginia Coastal Resilience Master Plan builds on the 2020 Virginia Coastal Resilience Master Planning Framework, which outlined the goals and principles of the Commonwealth’s statewide coastal resilience strategy. Recognizing the urgent challenge flooding already poses, the Commonwealth developed Phase One of the Master Plan on an accelerated timeline and focused this first assessment on the impacts of tidal and storm surge coastal flooding on coastal Virginia. The Master Plan leveraged the combined efforts of more than two thousand stakeholders, subject matter experts, and government personnel. We centered the development of this plan around three core components:
A Technical Study compiled essential data, research, processes, products, and resilience efforts in the Coastal Resilience Database, which forms much of basis of this plan and the Coastal Resilience Web Explorer;
A Technical Advisory Committee supported coordination across key stakeholders and ensured the incorporation of the best available subject matter knowledge, data, and methods into this plan; and
Stakeholder Engagement captured diverse resilience perspectives from residents, local and regional officials, and other stakeholders across Virginia’s coastal communities to drive regionally specific resilience priorities.Data products used and generated for the Virginia Coastal Resilience.

All rivers and streams identified in the 2016 Virginia 305(b)/303(d) Water Quality Assessment. Line work and attributes should not be altered except by the developer (DEQ). This dataset constitutes the United States Environmental Protection Agency (EPA) approved digital version of the assessment hydrology for Virginia. Attributes assigned to each water segment are based on attributes associated with the ID305B (assessment unit ID) entered in the statewide water quality assessment database. QA/QC checks are performed on the database prior to linking attributes to the GIS data, however errors may still occur. Please direct any questions about attribute accuracy to the Data Distributor. The geospatial product is maintained and updated by VA DEQ each assessment cycle (biennially) using the most current NHD product where revisions were made to Virginia waters, the most recent aerial photography provided by the Virginia Geographic Information Network (VGIN), and by freehand digitizing where necessary. Metadata is provided in the data Fact Sheet which contains contact information, process steps, attribute descriptions, and distribution information.

This dataset depicts TMDL watershed boundaries. A TMDL watershed is the area covered by a TMDL equation. It consists of one or more impaired streams that have an assigned Cause Group Code (CGC). The CGC is the link between the TMDL and the Assessment Report. The TMDL equations are stored in a table in the TMDL database. Currently, the database contains about 650 equations, which are set across the entire state. Each equation includes the Waste Load Allocation (WLA), which is the portion of the TMDL that accounts for pollution from point sources (permits). The WLA cannot be exceeded during permit reissuance or its TMDL equation must be modified.

General conventions: Times are in Local Standard Time (LST) unless otherwise noted. Temperatures are given in whole degrees Fahrenheit. Wind speeds are in miles per hour, with wind direction given using a 360 degree compass indicating the direction from which the wind was blowing with respect to true north (e.g. 360 = winds blowing from true north, 180 = south, etc.). Precipitation amounts are given in inches, usually to the nearest hundredth, unless otherwise noted. Trace amounts of precipitation are indicated with a “T.”
